If successful, a random amount of the chosen strategic resources is stolen from the target and given to the operation owner. Operation targets specific Strategic Resource from an empire. Base chance of success should be 50/50 so doing this against empires with strong encryption and codebreaking ranks has higher chance of failure versus weaker opponents. However, the operation can fail and alert the target empire’s own intelligence agencies, thus causing a temporary negative modifier to infiltration speed and one-time hit in infiltration. If successful, a temporary boost to infiltration speed along with a one-time boost in infiltration will be applied to the spy network. Operation focuses on helping to build out the spy network more quickly by spending additional energy credits. Here are some possible operation ideas that I have put together. Adding more operations would really spice up what an empire can do to undermine other empires. I am enjoying the espionage feature in Stellaris but feel that there are too few operations.
